had a trip to Hobart a few years back, we stayed in Battery Point, just above Salamanca, that area is amazing for history and quality of bars, food etc... that's the bottom of the pic. Why would you not want to enliven that whole district some more by utilizing that industrialized land just to the north, it would be epic. The museums are close too and the city is just to the left, it's a great p;lace to visit and would definitely drag in a heap of $$ for the locals.
What else do they want to do with that land? A park?

another argument is that hobart is basically cranked out tourist wise already... its at capacity in summer, and in winter during dark mofo. probably scope still for in between that and various events. but its a very small niche city already. needs development tho cos its appealing as ****, and launceston is absolute garbage lol
