In that video he's referring specfically to illegal immigrants arrested for criminal offences. He says so right at the start- "criminals". He said that after an undocumented immigrant r*ped and murdered a 22 year old nursing student. Harris refused to call the rapist and murderer an illegal alien. Trump called him a monster.
