I think GWS are unimpressed with how young Bobby has handled the situation and on top of that they already hate Dodoro and his shenanigans.

Its not draft tampering at all as its not an attempt to benefit the club

* Caddy wants to get to a club that cant trade for what ever reason
* Club wants him and he wants the club after trade period if they have a list spot
* He is contracted so has to come to an agreement with Richmond
* Both parties agree and he gets delisted and picked up by the new club and the salary is now in the new clubs TPP

Might be a club that currently not sure of their list spots or expectations of which players may or may not be available in the draft

similar reason to why players get overlooked in the draft but are later taken in the PSD
