What does cut-off mean, then?

I'd guess that perhaps the deadline could apply for clubs to have a deal agreed - if something gets sealed for example, at 7:29pm, then the respective clubs can have a handshake agreement and lodge the paperwork after?

I'm just spitballing

Totally disagree.
That attitude is what makes you end up getting reamed by everyone.

Choose what you want to pay, don't budge.
All this "meet you halfway" stuff is dumb. It just encourages them to start higher/lower.
" Oh MacLobster, we'll trade you for him , he's worth a future 7th round pick".
"No he's not , he's worth Three first round draft picks ".


Went to Singapore years ago and haggled like mad for a watch, went away thinking i'd ripped the guy off and that it was a bargain. Couple of days later i was out in the burbs , at some of the shops the locals go to , there was my watch in the window, marked lower than what i'd paid for it.
Know your price , don't pay over.
