Cornes is saying clubs have zero power, but it’s the clubs who are approaching contracted payers, offering them more money & security giving the power to the player & their managers.
Perhaps clubs need to be a bit more respectful of opposition contracted players if they want to get back the power & control over their contracted players.

People underestimate the impact of the salary cap increase - it’s given clubs a lot of extra money to throw at opposition players
Particularly those clubs with young/not so good lists or with older players coming off big contracts

At the time it was a suitable deal as he was borderline best 22 and hadnt nailed down a position.I think it's the correct call on Barrass but for Waterman they basically bent him over the barrel due to his illness. It's only a 2 year deal so sure, be tight arses and hold him to it if you're happy for him to leave at the end of 2025.
