When the umpire calls play on during a kick in, and the man on the mark runs in why is the goal square still a factor? Shouldn't 'play on' be play on and the fullback can run off? Is that in the rule book?

Yeah, it probably should be but that's just the rule - you can't leave the goal square when kicking in without kicking it to yourself to play on. Even when time's up and 'play on' is called.
