Let's assume this is true. Important to remember this is a one year window and there might be several peaks or back ended values here (e.g. Parker, Franklin). Also when calculating other players salary averages, need to remember you don't have to be under the salary cap every year, you just need to meet the average over a period of time.It says we are paying (midpoint of ranges):
