As a captain the onus was on me not to bowl someone who did not have a legitimate action. Doesn’t matter if the game is virtually over, or he is a top bloke. The umpire shouldn’t be put in that position.Laws of Cricket says he throws it......BUT.....I.C.C playing conditions allow for a certain amount of learway for degrees in terms of arm straightening. This provision was implemented when the issues for Murali cropped up.
As a former umpire....there's nothing the umpires can do. They'd be told not to no-ball any bowler for chucking. We already saw what happened with Darryl Hair in 1995 and Ross Emerson in 1999. Opened a can of worms.
Anyway it is what it is. When I umpired we were instructed not to no ball any bowler for chucking and simply report it in the umpires match report and the competition/association would take it from there.
